This is usually caused by a mis-configuration most often in the network settings.

Go to the start menu, and select RUN.
Type in "eventvwr". (without the quotes)
This should bring up the Event Viewer. Select the SYSTEM log and look for a red X around the time that you booted the server. Click on that log entry and it will give you additional information as to what is failing.

Theres various reasons that can occur. Normally they aren't anything to be concerned about unless you are running a server, web server, or something that it could mean something.

Look in your Event Viewer and look under the Application Log and the System Log. Usually the error that caused the popup message to appear are the ones with the Red X beside it.

To access Event Viewer:
Win2000: Click Start, Administrative Tools, Event Viewer
WinXP/2003: Click on Start, Control Panel, Administrative Tools, Event Viewer.

Good luck.
