FIRST, any sign can be compatible with any of the signs in the zodiac. There isn't a specific rule in Astrology that says water has to stay with water...etc.
However if you want to know the truth, signs compatibility has to do with Elemental Classification which is as follows:
Fire - Aries, Leo & Sagittarius
Earth - Taurus, Virgo & Capricorn
Air - Gemini, Libra & Aquarius
Water - Cancer, Scorpio & Pisces
Always think of the Zodiac on an elemental level and you will have no trouble deciphering it. EXAMPLE:
Air feeds Fire
Water evaporates with Fire
Earth will put out Fire
Fire will spawn with Fire
Water + Water = Water, an emotional and loving relationship, yet stormy when trouble arises.
Water + Fire = Steam, a hot and passionate relationship, yet water will douse out fire when heated to its boiling point.
Water + Earth = Mud, a very heavy and emotional relationship, but not long lasting.
Water + Air = Fog, a thick relationship that can dissapate quickly if emotions dry up.
