Built a new computer and it will not stay on and post. What could be preventing the computer from staying on?

When I take the hard drive and RAM out it stays on. However if either of these two components are plugged it it fails. Someone please give me some helpful ideas.

#1 A bad power supply or improper wiring.
1. Make sure you have the powerdown, standby, resume, reset, etc. wired correctly.

2. Bad BIOS (reset with jumper).

3. Bad motherboard.

Are the Parts new or used? If they are used, return them and if they are new, contact the manufacter. Make sure you are using the correct RAM, dont use a PC3200 with a PC2700 Motherboard but you can use PC2700 with a PC3200 Motherboard.
