I NEED to know if this should be reported - I sold something on Yahoo auctions, my buyer emailed me and said her account with Paypal was 'frozen' due to recent discrepancy that is being looked into. So, she has another buyer who could pay what he owes her, I can deduct what she owes me and Western Union the rest to her, in the United Kingdom. I agreed. He sent the money through paypal-it's there now-I emailed him to confirm he was ok with this since I am not the one with his product her just paid for. He said he was ok with it. Now I need to send her the rest of the money, but I am wondering what the odds are that this was paid for with a stolen credit card. I did call Paypal and asked them if they could call this guy to confirm the transaction, they will not.

This is one of the BIGGEST SCAMS going ... so YES, you DO need to report this for sure. Any time you see something that says I ordered ... someone else is going to overpay you .. then send me the product and the balance ...

You should never really do third party transactions through any PayPal device, no matter how trustworthy it seems. I wouldn't be worried so much about using a stolen credit card, it sounds more like these people are trying to scam you and get your PayPal account information so that they can somehow hack into and use it for their own means. NEVER trust this kind of stuff on the Internet, especially if its from an international location - they have a whole different set of rules in other countries that may or not make what they are doing illegal. It's also out of the jurisdiction for American authorities. Chances are, even if you DO report it, nothing can be done to track it down. Try to cut off all contact with this sketchy situation - trust me, my cousin had his PayPal account ambushed through ebay, and we still don't know how.
