A processors clock speed (Ghz) is calculated by multiplying its bus speed time whats called a multiplier. For example, the new Core 2 Duos have bus speeds of 266Mhz, the multiplier is what determines the clock speed on the different models. The 2.4Ghz has a multiplier of 9, the 2.66Ghz has a multiplier of 10, etc. On the Pentium Ds, the later models have a bus speed of 200Mhz. Hence a 3.8Ghz would have a multiplier of 19, 3.6Ghz has 18, etc.

Ghz is not an absolute measurement of performance, for example 3Ghz is not always faster that 2Ghz, so simply looking at clock speeds is not a good way of comparing performance, unless the two processors are of the same type. For example you can compare Core 2 Duo to Core 2 Duo by using clock speed, but not Core 2 Duo to Pentium D.

GHz really means nothing now, been that way for years. Goto www.tomshardware.com for benchmarks. Best bang for the buck, seems to be the Intel core 2 E6300 cpu. It performs quite well, and can be overclocked to beat out the fastest Intel cpu on the market (go figure). If you're a gamer, it's going to be the Video card that will be the most important. Again toms has the benchmarks for it. www.pricewatch.com or www.pricegrabber.com for pricing.
