Yes, that is more than likely, just look to Japan as an
example. After being devastated in World war 2 Japan was weak. A couple of decades of determined effort and now Japan almost rules the automobile and electronics
markets. As a consequence American businesses are now fighting for their lives and must even outsource work to other weaker countries just to try to maintain profits.
Now that is really a sad situation when those considered to be weaker at times gains control of the stronger.
