I am looking for a hotel downtown, just a little worried that I might end up in a bad neighborhood. I would use a 3 or 4 star hotel

My sister did once and she ended up at a fabulous hotel. If you are selecting a downtown hotel at 3 or 4 stars you should be okay. I live in Seattle and there aren't really any bad neighborhoods in the downtown area with hotels of that quality.

I used Priceline to stay in Seattle (before I moved here) and I've also used it in San Francisco, Toledo, and Boston. As long as you book a 3 to 4 star hotel, you should be fine. The only problem I've faced in the past is that I've always ended up in a smoking room...but you won't have to worry about that because all hotels in Washington State are smoke-free.

Downtown can be somewhat shady late at night, but most downtown hotels are fine!
