why don't some people wash their hands?

After using the restroom why don't some people wash their hands? Is it laziness?

I clean restrooms part-time and I can honestly tell you that I very seldom have to change the soap dispenser refills in the men's rooms! The women's I have to change every week. The mens maybe once a month of that. That tells me they don't wash - at least not with soap!
