Theoretically, she can get pregnant at any point in her cycle. It all depends on when she ovulates. if she ovulates on the 14th day after her pd starts, then she won't really be fertile until about day 10, bc sperm can live inside her for up to 5 days. However, if she ovulates early or late just one cycle (and it happens all the time), she may be fertile much earlier or later. Best bet is to use birth conrtol all the time.

The best days to get pregnant are the 5 days before ovulation, the day of and the day afterwrads. The best days not to get pregnant are all the other days in the month. Of course you should always use protection because people can ovulate early or late one month and that would throw off everything. A woman typically will not get pregnant while on her period because she usually doesn't ovulate until about a week after that, but it can happen.

There are two behavioural methods of birth control:
The Rhythm Method, which is about 75% effective
http://en.wikipedia.org/wiki/Rhythm_method
And Natural Family Planning which involves monitoring fertile signs and not just counting days, which *may* be more effective.
http://en.wikipedia.org/wiki/Fertility_awareness
Another method of birth control which you can combine with the above is the withdrawal method, which is 80-90% effective:
http://www.peelregion.ca/health/hsexual/htmfiles/bcwdrawl.htm
Do remember that as with all methods of birth control they only work as well as your ability to follow directions and there are more rules for the above methods than say condoms.
However yes it is true that women can get pregnant at any point because (generally) you don't know when they are ovulating and even if you do generally you can predict ovulation 2-3 days in advance and sperm can live up to 5 days in optimal conditions.
So if you really don't want a baby, use two or more forms of birth control.

yes, a girl CAN still get pregnant while she is on her period. A girl can get pregnant at any time of the month, but it's best not to have sex 10-12 after her period ends. WEAR A CONDOM. that's the best way for a girl not to get pregnant.

There is ALWAYS the possibility of pregnancy, even while menstruating, yes. During it, though, is the least likely time it will happen. Some women ovulate more than once a month and many do not have regular cycles.

Use a condom. Don't rely on that unless she is charting because that is not always true!
