This is either an ambigious or a trick question. They're already saying that there are 4500 guests, so there are 4500 guests and that would make it 100%. (They're not saying if the graduates are already being counted as guests)
IF the graduates were also being counted as guests, then and only then you can subtract the total from the graduates and put it over the total guests:
4500-278 divided by 4500.
The question says nothing about whether the graduates are considered graduates or guests, so another ambiguity can rise to the third option of adding the 278 to the total and then placing 4500 guests over 4500+278 as the total and therefore the denominator.
If i was given this question I would demand clarification.

Make a fraction. The number on top will be "guests" (4500) The number on the bottom will be "total" (4500 + 278)

I wonder why there is not some other number for University employees (I am sure some of them would be attending the ceremony as well)

4500/(4500+278)

where 4500 + 278 represents everyone at the ceremony

or approximately 94% were guests

4500+278=4778 so 4500/4778 is the fraction of guest to the number of total people.
Simplified that would be 2250/2389 (I don't think I can simplify it any more...)

just add the students and guests 4500 +278=4778

4500/4778 =2250/2389

2250/2389 is may reduce further.

Hope this helps!

You take the total number of people and put them at the bottom and you take the guests and put them on top. Then reduce. I reduced as much as I could. You might want to try to reduce it further. If it can be reduced more.
