Grade 11 marks are your most important marks. The colleges want to see how well you have done in your most recent year of school - they will understand if you mess up freshman year because that is a big adjustment for everyone, but by junior year you should be in great shape - mature, hardworking, good study skills, motivated, everything at top condition.
They are going to look at the fall marks for senior year just to see that you are on an upward trend, but they will not get your whole senior year marks because they have to make a decision in March. So junior year is what they'll look at.
I hope that isn't bad news!

For grade 9 you won't likely have any grades on your transcript. Just a line saying that 8 credits were complete. You should work hard in all your years because you don't want to catch up in your final year. Generally last year (12) is looked at for scholarships and entry into university although grade 11 marks (if really high) can be used for early admission.

Depends. If your grade 12 marks are on par with other applicants, they might look to see if they've improved over the previous year's or decreased. This might help determine whether you'd be suited for Uni, as well as demonstrating application to your studies.
Generally though, they are less important than grade 12...

They look at the accumulative from all 4 years, even though the most consideration is from the 12th grade. But 11th grade marks do count, yes.

I think they consider your whole high school gpa along with SAT/ACT scores and your activities. It's a variety of things they take into account, so don't stress if your grades aren't extremely good. It also depends on the college/university too.

I was always told in high school that junior year is the most important. Senior year isn't as important because when you are applying for college some deadlines are as early as November.

In the US they count your whole transcript which would be 9th grade on up to 12th.
