im not circumcised and i cant somewhat roll my skin all the way back with a bit of disconfort. i found out that the a little piece of the skin is attacked to the end of the penis head. i dont know if its normal or if its some wrong growth of my penis and it somehow bonded with my skin.

im also worried about circumcised. im thinking about getting it if what i said on top was abnormal. If i get it circumcised, where do i go, does it hurt?!

this is an adhesion.a doctor can remove it without circumcision.you also may need to stretch your foreskin.

If it's like a band of skin connecting your foreskin to the glans (penis head) on the underside, then that's normal. It's called a frenulum (see first link).

If you're having discomfort retracting your foreskin because of your frenulum, you can gently stretch out your frenulum and over time (like a month or so) it'll be elastic enough that it won't be uncomfortable.

If you're having discomfort retracting your foreskin because the foreskin opening seems a little too narrow/tight, then it's a very mild condition called phimosis. You can also treat this with stretching exercises.

If it's phimosis, take two fingers and stretch the foreskin opening as far as it'll go without major discomfort or pain (like increasing its radius) by hooking a finger on each side of the opening. It's a bit hard to describe and may take a few tries to get right. Do this every day for a few minutes for a few weeks to a month. In your case, this should be enough (if this is the case at all).

Relax, circumcision is very unnecessary in your case. See further links for more info.

that piece of skin can easily be snipped without having to go through the pain and discomfort of being circumsized. hte doctor will numb the site before snipping the joining skin. it may require one or two stitches, but don't worry about those. you won't even feel it.

you have scar tissue that is adhering the foreskin to your glans...it is really simple to take care of this, but it requires a trip to the doctor...1st he will numb up the scar tissue and snip it with a pair od scissors...once that you get that freed up, your should be able to glide the foreskin over the galns without any discomfort...if you still do, have him recheck you for more scar tissue elsewhere...
good luck

Unless you are a pain freak don't even think about circumcision - it will hurt like hell. Sounds like you don't even need it. See the doctor.
