No, and it makes me crazy that people do that.. do they not flush when they use the bathroom at home as well, if so that's just really gross.. I wish people would think twice about not flushing in a public restroom, someone has to go in there and clean that mess.

I use certain public bathrooms if i really need to but when i flush the toilet i would use my foot to flush the toilet or i would take a napkin and flush the toilet
