The bios is a chip in a PC that contains the software necessary to start the PC. Basically it runs, starts up the hardware to a basic level and runs the main operating system from the main hard drive.
It also controls certain aspects of the hardware. It will probably be a read only memory or flashable memory.

Bios is the type of memory that stores basic procedures that the pc uses to know how to boot, is like instincts are for us, when yo were a baby, you did not know anything, but your brain knew how to wake up, how to breath, and how to sleep right? well that basic knowledge is stored in your bios.
if you were to take the hard drive aout of the computer, it will still give you messages trough your screen, where do you think those messages are stored? exactly! in the Bios! which is nothing but a computer chip, that has been preprogrammed to work even without windows, or programs or data...

BIOS is Built In Operating System and exists on the motherboard of a PC. It is a configurable layer between the OS and the hardware
Most motherboards have a set amount of memory (640K). It is not memory in the conventional sense.
