Syria. No tourists have been killed there. Less likely to be a victim of terrorism there than Israel (or any of its arab neighbors).

It has Damascus, one of the oldest cities in the world. Palmyra has some of the best Roman ruins in the Middle East. Crac de Chevailers is the most impressive castle from the Crusades you'll find. It has great food for cheap prices.

Jordan is relatively safe, but doesn't have as many interesting sites.

Israel is the cleanest, as mentioned by the other person. Least likely to get sick there.

Egypt? Eh, most police/capita in Cairo but it has seen a fair amount of violence in tourist areas.

Iran is about as safe as you can get (well for now) but very hard to travel to if you're American.

Why not consider Turkey or Cyprus

Israel.

Less likely to be assaulted by crowds of lunatics who hate American foreign policy in that region, once they discover that you are American.

Less likely to be FORCED to dress according to the customs of the country you visit, and messed with, if you don't.

Legal system is closer to the one here in USA, so you won't have to bribe your way out of trouble, or have a "Turkish prison" experience, if you refuse (or can't) cough up the dough.

Less likely to get the "runs" from eating the local cuisine, or drinking the water.
