Making them buy technology, I consider that unfair.

Just the internet, that's fine. They all provide internet access. Even community colleges do.

In today's age, students need to know how to use basic computer and internet skills.

Yes they are being fair, if they have the requirement they also tend to have a way that students will have access. Some have free laptops, and have plenty computer labs. This day and age it is absolutely necessary that all students become knowledgeable about using technologies. They would be doing a disservice if they don't require it.

Most schools will provide internet access, however, I do think the schools that require students to have a lap top are unfair.
