I always call in ahead of time because that way all I have to do is go there, walk in, pay, go home & chow down!
They'll tell you (depending on what you've order and how much business they have for the kitchen) an approximation of how long it should take for your order to be ready.
Don't be so concerned about whether it'll still be piping hot from the kitchen...it's called a microwave; a few seconds on high (take any foil off) and you're back in business!

You can do both. If you order ahead most Chili's have a drive up place and they'll bring it out to your car (you can charge it too).

you can just go to the pick up place and put in an order to go.
