minimum charge is something used in poor countries,&countries that have concept people respect each other only for money.
minimum charge here used to avoide some kind of society segments to enter those places.
they consider that people should not to go for a place and stay for a certain time without paying a certain amount of money, so to take a place for a while please pay that amount otherwise let others pay and take the place because we have a lot here.
this phenomena will disappear when the demand will be more than the offer, that happened in egypt now a dayes.

well although i hate it, but imagine the cafes and restaurants in egypt without minimum charge, u know how people in Egypt can invent many ways for "este3bat".
my cousin has a cafe/restaurant so i'm a bit familiar with the process.
here are the reason, imagine with me strato:
1-the place will be full of teens who gather to sit there for like 6 hours ordering pepsi cans.
2-to maintain a certain level or image, a minimum charge would prevent some people of lower classes to come to ur place.
3-it is totally unfair for owners, to have people sitting on the tables ordering cheap stuff , or no order at all, while they can make other people sit who can pay good before they leave, so the minimum charge guarantees that people will actually "pay" enough for the time they stayed at their place.
we dont have to always focus on the "unfairness" for the customers, we should also think about the "unfairness" for business owners.
I'm pro-minimum charge, dont be mad at me, u asked me;)
but the good thing is that there are many places without it, so everybody can choose the best for them

I personally don't like it, b/c not everyone could afford paying minimum charge at the door, then pay for drinks/food inside. It makes us think so many times before going anywhere b/c we have to think of how much we are going to spend that night, which isn't very cool if we are trying to have some fun and de-stress!
