you sound like you're from Italy, which means you can throw away all this American-centric advice.
Nevertheless, I suspect you will indeed need a license to ride a vespa scooter in Italy. I do recall the story of an italian boy that racked up some obscene number of violations in less than 15 minutes on a scooter.

It depends on the state and the scooter. In Georgia, the rule is that anyone with a car or motorcycle license can drive one 50 cc or smaller. Over 50 cc's requires a motorcycle license.

Yes. You'll need at least a basic driver's license to drive a Vespa/scooter in most cities in the U.S. The bigger the motor it has may dictate when and if you need a motorcycle license.
Check your local DMV for regulations,...

In CA you can ride a motor bike up to 49cc's with any license, even a car license. From 50 to 249 cc's you need one kind of Motorcycle license and from 250 and above a different kind. Every state is different so look for a motor vehicle web site for your state.

*You do here in Texas, Just a regular motorcycle liscense. When i was a kid in 1969 my first liscense ever was a motorcycle only not to exceed 5 brake horse power. That meant I could not ride anything larger than a 100 cc engine. Personally unless your situation was like mine when I was 17 I would just get regular motorcycle liscense, that way you can ride any motorcycle or scooter. *
