Go to a makeup site like covergirl or maybelline, they usually have instructions on how to apply any kind of makeup.
What I do though is I ALWAYS start with a cream or pencil base, something that adds a bit of a shimmer to my lid and eye area, that also gives the powder something to stick to.
I find that eyeshadow pencils work really well for this, I currently have one by maybelline and its a shimmery white color. The color isn't too dramatic, it just acts as a highlighter. If you dont like pencils, you can get a cream shadow such as Revlon eyeglide. choose lighter shades such as a light peach, pink, white or even some light pastel shades of your favourite color. But keep it light, you don't want too look like a clown. Remember, your going to build on top of this...
Now, to apply the base pencil or cream shadow, apply it directly to the lid and blend it upwards so that it gradually fades into where your brown bone is. (just below the eyebrows) also put a small amount in the crevice just beside your tear duct. (on either side of your nose bridge) this helps give you that fresh and vibrant look. remember to blend it in though! you should just see a hint of color and shimmer, not a whole lot.
once youve got the base down, simply apply your powder shadow over top. if your just using one shade, concentrate on keeping the color right on the eye lid, and blend it outward until it gradually fades out. If you are using more than one color, put the lighter color on the lid, and use the darker color to highlight the crease of your eye, starting from the center of the pupil and working outward just until the corner of the eye.
if your using 3 shades, use the lighter color to hightlight your brown bone area, the middle color on your eyelids, and the darkest color to highlight the crease.
the key to applying eyeshadow is blending! too many people just put on big glop of dramatic color right on the lid, and nothing else.
My suggestion to you would be to go to your local sephora, MAC, or really any makeup counter and get some free advice. I know that at MAC they will do your eyes for you free of charge. So what can you lose?

Well the color of eyeshadow you choose will have to be based on your skin type. If you are light, medium or dark, & the shade of your green eyes. But I would apply a Darker color to the bottom your lid & then a lighter shade of the same color to the top of your eyelid.... Then Experiment with maybe some eyeliner & mascarra to see which look really makes your eyes stand out the way you want them to...

the best look for green eyes is to apply a light to dark pink. If you buy a palette with a couple of different shades of pink, apply the darkest shade closest to the eyelashes. Next, apply the next darkest shade above the darker one, and apply it up to the crease. then put some more of the darkest shade right inside the crease to highlight it. then put the next lightest from right above the crease to the eyebrow, and last, use the lightest shade to highlight the outside of the eyebrow, and put a little in the inner corner of the eye to brighten it up.

Try getting the Almay makeup for green eyes, I have it and it works wonders follow the directions on the back of the package. They come in two different sets, one for an everyday color and one for a more intense color effect. I love both. Also try using the eyeliner and mascara.

Dont use those weird eyeshadow wands. They make you look freaky. Get some type of small soft brush and put it on on your eye lid. Dont put the eye shadow on above you eye lid. it Makes you look dorky. Make sure you dont put on colors that stand out to much. It takes away from your eyes.

apply it to your eyelid, make sure not to go too far up just use a color that stands out if you want that. Only put it on your eyelid don't put it so far up so that when you press you're apllying it to a patch of skin with bone under it only to the part with your eyeball under it.
