Hello Arya A, hopefully this website could help you get info about CNY festival in KL...
usually it is held in Chinatown, but i think Bukit Bintang will be also very colorful during that event. But if you want to taste the real experience, of course i recommend Chinatown for you to visit.

don't know much about the CNY programs but i know this Saturday (27th Jan) they will be having the floral festival at putrajaya at 8.00am. It would be nice if you can make it. I know i would be going for that. They even have the floats. Don't forget your camera...have fun. If for CNY don't miss the lion/dragon dance and beat of those huge drums! Its fantastic!
