I'd assume both are felony; my understanding is possesion of illegal drugs everywhere in the US is a felony.

(Medical marijuana in California might be a bit dicey tho.)

In any case, both drugs kill way too many kids. If you were talking marijuana the argument might be more involved but the drugs you are talking are very serious and few ordinary would argue against harsh punishment. (Exception: addict goes to a rehabilitation center vuluntarily and asks for help.)
