The company offered a land dividend payable to stockholders of record as of 12/20/06. My problem is with the reqistration process and the private questions asked like date of birth, place of birth, passport number, home phone, business phone, e-mail and home address etc. Is there another form of registration other than the internet? Are there fees or taxes down the road associated with being a beneficial land owner in Costa Rica.

Wow, look out for "phishing" here. That is where you get the idea you are dealing with Pay Pal and someone else is masquerading in their place. Same trademarks, same page layout, everything. Then you give them a lot of personal data and you have just been hijacked. I have had "phishing" attempts from people looking just like: Pay Pal (twice), E-bay, Western Union. They are either a great offer or "there is some problem with your account and we will have to close it if you don't give us this information". Find the real Pay Pal on the web and contact them directly. Ugly business; don't get caught up in it. Luck.

Maybe you should give more info. Google doesn't show a Paypro that has land dividend.

From the sounds of your Question, I would worry about identity theft by answering those questions.
This sounds like a scam, and many scams are based in Costa Rica, or Vantuatu.

The laws in both areas protect scammers.
