We've called Animal Control and all they can do is tell him to stop and he just comes right back. He's squatting secretly in front of the property next to us with signs posted that say "No Trespassing". Technically, he is still trespassing and it's not legal to just live on someone's curb, but all the police can do is shoe him away (then he just camps in his van on some other corner nearby and just comes back after a while). It seems like the only way to solve the cat problem is to get a restraining order to where he can't be within 500 feet of this area. Do we have enough for a case? We have been dealing with this for 3 years and just can't seem to find a fix. Please help!!!

If he is a vagrant living out of his vehicle, then I can't see why the police can't make him leave permanently. And why doesn't the humane society nail him for not being a certified breeder? I know that breeders have to pay more for licensing.

If you have a cat who has been living on your property for 3 years, and you can't get rid of it,you have more issues than i can deal with.
HTF are you going to get a restraining order on a cat?Your story is funny though.
