No, but you MUST be 21 years of age, irrespective of the legal drinking age in your home state.

It is illegal to purchase alcohol in the state of California if you are under the age of 21. You can use any acceptable picture identification to establish age, including an out of state license.

No, it's not legal. Which is completely asinine. So, if you're comfortable buying him alcohol then play it safe and only let him drink in the house. If the cops drive by and see and 18 year old drinking on the front lawn then not only are they in trouble, so is the person who purchased the alcohol, or any person of legal drinking age for that matter.

Well, you purchase alcohol with money or credit card in every state that I know of (not a driver's license)
You may need to prove that you are of the legal drinking age of the state where you are purchasing. For that you most likely will need a driver's license, but it doesn't matter what state.
