Yeah sure it's an awesome idea! Lot's of fun! Invite your friends and just serve a bunch of little appetizers. If you're doing a clothing swap keep in mind what people you are inviting, if some people are a size 3 and others a size 10 it's not going to work out very well. Another option to consider which i think is also a more popular party to have is an accessory party and swap purses, belts, jewelry, hats and so on. Then everyone there could benefit from it. There is no specific time to have it, do it anytime! People always have something around they don't want but it's too nice to get rid of.
