Section 8 is a rent subsidy program that assists elderly, disabled, handicapped and low income families in their rental payments. Residents can pay up to 40% of their annual adjusted income toward the rental of the unit to the owner. The Housing Authority makes monthly payments directly to the owner on behalf of the family. The “housing assistance payment” is the difference between the tenant’s portion and the actual rent. The family negotiates directly with the landlord to secure rental accommodations best suited to their need and meet the housing quality requirements of the program. The landlord and the tenant have to have a signed lease. The owner also signs a contract with the Housing Authority for the same period.

First off the first answer is wrong, There is a set of rules, that you and the tenants must follow and you can get them from your local housing or section 8 office.
