im thinking its chromosomal..... if so, which specific chromosome of the 23 pairs is affected?

Turner syndrome is a chromosomal condition that exclusively affects girls and women. It occurs when one of the two X chromosomes normally found in females is missing or incomplete. I think this was founded by a guy with the last name of Turner but I may be mistaken. And since it is a chromosonal mutation it happens in the sex pair of chromosomes but only in women.

Turner Syndrome is chromosomal. The sex (23rd) chromosome is merely an X rather than being XX (normal female) or XY (normal male). In that, it's similar to other syndromes such as Kleinfelter's, XXY, etc. See:
