Hi. Is the CPU unlocked? If so the BIOS may detect the highest speed it can run at. You may be able to slow it down in the BIOS by changing the multiplier.

the oprevious answer sums it up I will add a few other points is this processor equipped with mobile technology if so this can vary on ur processor speed. u can make one simple try and go into uyuor power options , if you are selected on settigs to reduce power usage then it will slow ur processor down, and change the speed of the same, etc.. But for as it running at 3.1711ghz let it run, you want hurt it. I overclock most of mine immediatley and thats the way i run them . very unlikeley you will burn it up..
good luck.,,

there's a thank you to do by ability of making transformations interior the BIOS, although, the greater moderen Intel chips won't enable overclocking. there's a formulation which states that the swifter the clock cycle the greater warmth is dissipated by ability of the device. This warmth by the years degrades the overall performance and at last finally ends up in failur of the device using early positioned on out mechanisms. The Semiconductor companies spend tens of millions reading this and base their guarantee sessions from their reliability finding out.
