You CAN collect rent while in jail. In fact, late in the game if you are low on cash but own a monopoly or two, being in jail is awesome. Read the rules please:

As far as buying properties, as someone else stated, if you are playing by the REAL RULES with auctions, then yes a player in jail can bid on a property and get it if a property is put up for auction by another player
and aron, where did you get the rule that u can only build when you land on a property that you own. You may build AT ANY TIME even if it is not your turn.
"When a player owns all the properties in a colour-group they may buy houses from the Bank
and erect them on those properties.
If you buy one house, you may put it on any one of those properties. The next house you buy must be erected on one of the unimproved properties of this or any other complete colour-group you may own. The price you must pay the Bank for each house is shown on your Title Deed card for the property on which you erect the house. The owner still collects double rent from an opponent who lands on the unimproved properties of there complete colour-group.
Following the above rules, you may buy and erect at any time as many houses as your judgement and financial standing will allow. But you must build evenly, i.e., you cannot erect more than one house on any one property of any colour-group until you have built one house on every property of that group. You may then begin on the second row of houses, and so on, up to a limit of four houses to a property. For example, you cannot build three Houses on one property if you have only one house on another property of that group.
As you build evenly, you must also break down evenly if you sell houses back to the Bank"

Collect rent - yes.
Buy property - only in an auction (see the game rules).
A lot of people do not understand the auction that is supposed to occur when the person who lands on a space does not want to buy or cannot afford the property. Read the rules for the specifics.

Based in a Parker Brothers original instruction, you can collect rents and buy properties. By other hand, in the same movement that you have sent to jail, you can not collect $200 on Go because you have to go immediately

I've never come across any version of monopoly in which you can collect rent or buy properties from jail.

Yes and No,
You can collect rent from your properties while in jail, however you cannot build because you are not moving. Only when you have landed on a square which you own may you build houses, rent them out, or build hotels.

According to the official rules, yes, you may collect rent and buy property while in Jail. However, many people play by "house rules", and some don't allow it.

In most versions of the game I've played (many different families/groups have their own rules), no - you cannot collect rent or pay or buy property while in jail.
