What are the California Tobacco Paraphenelia Selling Laws? (Water Pipes) (Marijuana Bongs)?

I'm looking to sell tobacco water pipes with custom designs. ( Marijuana Bongs) I just want to sell through craigslist and word of mouth. If things go well maybe start an actual business. What are the laws for selling tobacco related products if any?

Selling of marijuana paraphernalia must be approved by the government under the California Tobacco Law but it is only for tobacco use and not including marijuana.

Not legal. You have to have a license from the drug enforcement agency in order to sell them, and you can't ship them across state lines.
