i have a pcv-rs 420. i tried to install an HP DVD Movie writer and it didn't install and then after that i saw that the cd-rom and dvd-rw had a (!) sign on the divice manager window

In the device manager, right tic on the CD-ROM and on the DVD-RW drives and select "uninstall" on both. Then restart the computer. You should see a balloon message in the tray after the restart saying, "Found New Hardware". Wait till the message disappears and then try the drives out. This process restores the drivers for the optical drives. The drivers may have become corrupt.

You will need to be a bit more specific... the answers could range anywhere from reinstall the drivers to toss it out the window (don't actually toss anything out the window). What exactly is going wrong with your device? Have you installed/uninstalled anything just prior to the drive not working?
