Yes, they are technically fixable, though to do it properly the wheel would really need to be stripped, heated, reformed, cooled, heat treated and repainted - and even then, I'm not sure I'd trust them.
Bending the wheels does nasty things to the the actual fabric of the metal itself, and while you may be able to get the shape back, the strength is another matter entirely.
Don't take the risk - replace them.
