There is no "perfect rhyme" for normalcy --since a perfect rhyme requires that EVERY sound from the vowel of the accented syllable to the end match exactly (so any such rhyme would have to end with "ormalcy')
So, if you absolutely MUST have a perfect rhyme, you'll have to use a different word, or different form of the word (like "normally" or "normality").
BUT, there are a number of "near rhymes" which would probably work in a poem. The most usable near rhymes usually match ALL the vowel sounds from the accented syllable on and the final consonant (if there is one), AND matches or nearly matches as many of the remaining consonants as possible. (By 'nearly matches' I mean things like -- "n" is very close to "m" in sound.)
Note that we're looking to match SOUNDS, not necessarily letters. So, for instance, the "a" in normalcy makes a sound that, in other cases, is represented by various other vowels (in the examples below, by: i, e, ou, u)
The following is very roughly in order from 'nearer' to farther' (based on how many consonants match and how closely).

None of the words that ok listed actually rhyme with normalcy. It would have to end in ormalcy. The only thing I can think of is formalcy, but that isn't a real word. If possible you could change it to normal and pair it with formal.
