I would like to make a series of T-shirts that say "Motley Crue Heroes" and "Oh! The Blue Manatee!" but I have limited means, and I'm strapped financially. How can I make a high-quality T-shirt that I can wash?

Try Cafepress: http://www.cafepress.com/cp/info/storeref.aspx?refby=cirese
You can upload your images, create and sell a variety of customizable products (t-shirts, sweatshirts,...) with zero upfront costs and zero inventory investment.

You can either pick up a pack of t-shirt transfer paper - this link is for "white or light" shirts - there is a different style that works on dark shirts...

The above link also has templates to help you design your new shirt.
or go to cafepress.com and make a t-shirt there (about $15)
