Whether I'm' in a store, the mall or even when they drive right by me, sometimes, not always, I will get that chill down my back.

Start paying attention to the people who give you the chill down your back and see if there are any patterns - male, female, ethnicity, weight, height, age, etc.
If you can't find a pattern in the people, look for one in the circumstances - maybe how close they are when they pass, or if you feel a rush of air as they go by, etc.
Unless you're willing to accept the possibility of some supernatural sensibilies on your part, I can't think of anything else.

You have concern about people. You think that people are out to get you. I think is working on you at the subconscious level. Your mind at this point is extra vigilant. Is the same thing on how a mother can sleep through an explosion but, the moment the baby cries she wakes up. Is the same with you but yours is cause by the distrust of people.

That happens to me ,too. I have always wondered the same thing. Sometimes it is from a person I that I know isn't "evil" but at the same time are in a negative mood due to circumstances having nothing to do with me.I think it's just your body picking up on that negative energy,

Don't really know, perhaps its just something you sense about the people. Ive felt chills down my back when some people have walked past me, probably nothing significant.
no, it doesn't mean they are evil (but never know :P)

you may be getting a bad vibe from them, or you simply have a reason maybe in your past that makes you not like people behind you. I am that way, whenever I go somewhere I put myself at the back. I don't people behind me, I know my reason.

you might be intuitive and you might feel their presence before you actually know they are standing there.
maybe you also don't like being brushed against by strangers.
I know I have some days, where I don't want anyone to brush up against me.
