they said that they dont want him going out when his parents arent home. Plus his parents said he needs to help clean. So how can he get his parents to let him go?

he should talk to his parents and tell all the good things about going out to the mall. After he should someway prove to his parents that he will "clean up" and is really responsible.

Hello,
Speaking as a parent- These rules are enforced to help the family unit stay intact.
We all have rules, if start breaking them then what good are they for.
We as parents aren't given blue prints with each child born.
We make these rules, to see them grow nurture into the world with love, respect and wisdom.
More parents should be aware of what there child is doing these days as well as more children aware of what the parent /s are doing.
Instead of so quick to break that family unit be more quicker to understand their judgement call /s.
Sometimes whether we think right or wrong it's their call not yours .
Therefore :
Going against his parent's wishes will only cause them to question their judgement on their child's judgement of friend /s!

You one day will look back (when have your own family) and say Now I know why?

PS. Don't be too quick in a hurry to grow up, our children will always be our children. No matter what age.

He can't. His parents have told him their reasons and given him a task to do.

Mall rats have a really bad reputation in my town. I wouldn't let my children hang out for that and many other reasons.

You can not do anything for him. But if he wants he have to tell them Y he wanna come with you and then it is not 100% fot the parens to let him out
