I have no idea how you can write a bill for congrass. However, if you want to write a bill for congress, you first must be a lawyer or liar ( same thing ) then be elected to congress. Not congrass.

I got in touch with my State legislator in South Carolina, suggested two laws at different times, he wrote them down, with the aid of his assistant, put them before the other legislators and they passed.!! One of them is saving life's

What you do is as I did , you research the subject, thoroughly, write It all down in a good order.read some bills that have been proposed to congress.so you can learn from the way they were written so you can write yours.

then call your local congress man, tell him about it.in a short way.tell him your sending him your proposition,

If the Congressman wont do anything, then perhaps

If you can get some signatures on a Petition Lots of them .he might consider it better.
One person can make a difference.

You can't write a bill but you can write your congressman. I've wrote my congressman 2 times and both times he has sent me a personal letter back. God bless him for taking his job seriously and listening to the people that he represents! Ted Poe is a GOOD MAN!

You can write a proposal to your representative or Senator and have him or her to put it through congress. It may be difficult unless you have a friend in there. Contact your representative and see what the person can do.
