Every IP address is a set of 4 numbers. Each number ranges in value from 0-255 (hexadecimal FF).
Every number system is a polynomial. Base 2 uses digits 0 and 1.
Base 10 (decimal) uses digits 0-9.
For instance 192 = 1*10^2 + 9*10^1 + 2 * 10^0
The exponent for each digit starts at 0 on the right and increments by 1 for each digit to the left.

Binary is just a base two system... so for a binary number, each binary value from right to left has the value 2^0, 2^1, 2^2, etc... instead of the traditional base 10 system that has value of 10^0, 10^1, etc.. from right to left.
IP addresses are used in conjunction with subnet addresses -- together they identify the network and host portions of the ip address. The network and host values are then used for routing on the network at the application level.
Also, there is a service known as Domain Name Service (DNS) which is basically a database that maps a domain name to an IP address ... this is how the translation takes place.

192.168.0.9 is a class C network. That means the first three sections denote the network, the last set on numbers denotes the computers location on that network. Translating into binary can be done with the windows calculator. Binary does not translate into letters although it can be translated into Hex. If you are think about how google.com becomes an IP address that is done by a DNS server which does the translation.

Binary is a base 2 numerical system; it is what computers naturally work in, two popular numerical systems human use are decimals base 10 and unary base 1 (counting fingers) in decimal humans carry 1 into next digit when the number within this digit hits 10; in binary when it hits 2 it carries to next digit. an IP address is a unique number which identifies every single internet user. the binary you're talking about refers to "base 2" numbers, 0's and 1's. we use "base 10" in our mathematics most of the time, which means there are ten digits, 0-9.

Now as to what IP means to break it down simple is TCP/IP , Transmission Control Protocol / Internet Protocol , now this is the means as to how a pc can comminicate with each other and transfer files or information etc over the internet , now if you want to know HOW the TCP IP work then do a search in google with the string
