You need to obtain some web space. Free space can be had from Yahoo/Geocities and a number of others, but you will have to have paid ads on your site, and you won't be able to have a top level address (aka a ".com", ".net", etc.)
There are some other more advanced free hosts like http://www.ulmb.com/ ; http://www.brinkster.com/ ; http://www.hostrs.com/ to name a few. These come with minimal support (usually just a message board where other customers can help each other solve problems) and no legal guarantees as far as availability.
Or you can pay a web host for shared space... usually starting as low as a few dollars a month (though you get what you pay for - the customer service will likely be poor and the reliability spotty - don't put any mission-critical stuff on a host like that). Search Google for web hosting and you will find thousands, and thousands, and even more thousands of companies offering every option you could imagine. Getting into the small packages from reliable, good hosts will start in the 10-20/month range.
If you do get a real web host (not a freebie) you can also register a domain name from any number of registrars (I use Network Solutions - http://www.networksolutions.com/ - it's a little pricier - $35/year per domain, but they have a good web interface for managing services). Other places like GoDaddy (http://www.godaddy.com/) are cheaper - $15/year or less.
Once you have your web space set up, whichever option you go with, your provider will have documentation on how to upload your files from your computer to their servers.

You need a web hosting service -- basically a place which has a fast internet connection, server running 24/7, regular backups, support, and so on. Do a search on Web Hosting, and look over their features. The cost ought to be under $10 a month unless you're doing a good-sized business site with e-commerce capabilities. (Some places may even let you set up a free site, but they may put ads on your site.) You'll also need a domain name -- most web hosting services will guide you through that process as well.
A decent hosting service will have instructions on setting up to upload your website using Front Page (or other popular web design programs like Dreamweaver).

they don't seem to be scammy you in user-friendly words ought to do your learn and locate one (prefferably close to to you so that you may call for tech help) that helps what you want. In anycase installation and protecting a server isn't any small job, the first component you'll want is a static ip out of your ISP, a dedicated server, and a crap ton of bandwidth, an some firewall safe practices. P.S. when you're utilizing frontpage to strengthen web content you aren't any further everywhere close to waiting to attempt an host them.
