I work at an educational institution where the students MUST purchase their textbooks with a MONEY ORDER-not cash, credit cards, etc. Money orders cost money. Is it legal and/or ethical to require someone to purchase a product with a form of payment that REQUIRES one to purchase another product (i.e., the money order) when other forms of payment don't have that surcharge, i.e., cash, debit cards, etc?

Any organization that sells a product or service has the right to impose whatever payment terms they like.
credit and debit cards require them to pay additional fees, checks are sometimes not worth the paper they are written on and cash, and I don't know how this happens but it has been known to disappear.
