Remind her that the grades she gets today will determine which college she goes to. Without good grades, she may not be able to go to the same college as her friends.

It is different for each adolecent - I have two. A 15 year old that has pretty much figured out that if he does the work he is assigned, life is easy. I also have a 12 year old that has decided he is going to test me at every step.
Taking away an activity they REALLY enjoy (i.e computer time, TV, mobile phone, etc) if they do not bring good grades is a good idea.
Just remember to be consistent and FOLLOW THROUGH. Empty threats will just backfire on you. Also, be clear on your expectations. I give them very specific chores and tell them, that doing those chores along with good grades is the only job they have at this age.

An assingnment book that he/she picks out. Rewards always helps. Make sure this child isn't having a serious problem in school with his/her work. Make sure there is organization at home and in school. The most inportant thing is understanding the child and seeing if this is a behavior problem or disapline problem. I worked in an alternative school for 7 yrs, children that are there for learning disabilities and behavior. I find when the parent(s) are involved showing them support no matter why they are there then it helps. Yelling and throwing blame won't work it will make it harder. Understanding the problem does. I know it is like pulling teeth but you manipulate them before they manipulate you and they won't even know it and think they have won. Then u win...if that doesn't work and the child acts out then start taking things they like like their favorite pair of sneakers and or clothes...forget the other things why so they can drive you nuts nope take the favorite clothes and or cd's...DO NOT TAKE CELL PHONES! that can get dangerous..they do need them in an emergency i learned the hard way..
