There are usually ads in the automotive section of your local paper saying they will tow away junk cars for free.It is illegal to abandone a car.

If you are in United Kingdom,just phone your Local Council and Request For Application Form to Surrender your car.You will be required to send back the Application in person with your proof of identity and The Vehicle Registration Certificate.The service is free of charge.The car should be removed from your premises within 48Hours of Surrendering Your Car.The Council will Keep Original Vehicle Registration Certificate and Give you receipt to forward to DVLA informing them that you have dispose your vehicle and you are no longer a registered Keeper.

Round here they set them on fire, tell DVLA they sold it to a Mr Michael Mouse, of No 2 Upper Tree Lane, Walford, London, WC 2 1QT, and save the £100 the council charge to take them away.
