You will want to keep things in the pale pink range. Reds and plums will be way too harsh with your fair attributes and will diminish them. Use eyeliners and mascara that are either brown or navy. Black is okay for evening but may be too garish during the day. Gold eyeshadow will bring out the color of your eyes. Brushing a bit of white, pearly shadow across your eyelids will also complement them well.

If you use brown eye shadow it really makes your blue eyes pop out.
A light pink blush applied to your cheek bones would look really good. When you have pale skin (I do to) don't put eye liner on very dark, brown eye liner works best...dark brown is my favorite. If you do use black eye liner don't apply it very dark. Either brown or black mascara works. For lips I just use gloss but maybe a pale pink or something would look good.

you want to stick to cool colors, and stay away from the warm colors. Also stay away from pastels when you have pale skin. Pastels will wash you out . I'm also blonde and pale. I also have to avoid the color yellow , it makes me look it. So I know that. I have graduated from beauty school of esthetics class ,which has to do with skin care.

colors to use best according your to eyes being blue, gold, orange-browns like peach and copper, red-browns, like mauves and plum , and taupe or camel.

okay if i were you ,u want u'r face to be clean ,and free of pimples, and stuff so cleanse your face twice every, 1 week. foundation can be harmful ot your skin, but i would better be off, with lotion, and powder.
to make your lipstick stay on you. put the color of lipstick you want, and then take a tissue, and fold it half way,and put it in your mouth, like your eating a sandwhich, and don't eat ,but move lips inside you mouth, so the lips lock the tissue in ,then open your mouth, and put another layer of the same lipstcik, on.

Use a purple eyeshadow on your eyes. It makes them pop. You could also use a tinted moisturizer or bronzer for your face, to make it glow. & a sheer or pink lip gloss would work. =]
