Why do men call each other "hoser" what exactly does this mean?

Literally, a hoser is a term used for someone who syphon's gas from other peoples tanks. It started during the depression.

However it is also used as a term to describe poor, undereducated and typically unemployed lower-class white Canadian citizens who drink beer and watch hockey.
