The original Willy Wonka movie was released in 1971 and was based on the book Charlie and the Chocolate Factory. The idea of the candy and Willy Wonka himself were all creations of the book's author.
The candy that you can buy in stores came out at the same time as the original movie.

The candy came first. The movie was meant to promote the chocolate candy (Wonka Bars) but the candy was melting on the shelves and had to be recalled. The studio went ahead & released the movie anyway.

You know what? I was just about to answer your question....only to find out that I would have truly misguided you BIG TIME by reading the other responses you have received! :-) I guess we ALL learn something new everyday, huh? Ha, ha, ha, ha! :-D I always thought the movie came first. Though, quite frankly, I never gave much thought to it! The book was first. "Charlie and the Chocolate Factory." Then the awesome movie with Gene Wilder, which was released in tandom with the candy line, then the crappy movie with Johnny Depp.

Probably the movie, cuz the candy wrappers look like they did in the movie. Do you mean the original or the newer (dumber) one with Johnny Depp (I think)?
