I know that they are starting to require cell phone service providers to enable emergency services like 911 to track where cell phone calls come from. HOWEVER this tracking only happens when the 911 call is made FROM the cell phone.

No, and worse, you'll be one of those Idiots Who Call 911 For Stupid Things.
911 is what you call when you're on fire or being attacked by cannibals. It's not what you call to find your cell phone, or your other sock, or the twenty you're pretty sure you left on the bench at the bus stop but can't find now. It's for life-threatening emergencies. So if you think your dad is going to kill you for losing the cell phone, that doesn't count, but if he's chasing you around the house with a meat-axe telling you he's going to kill you, THEN you call 911. But they STILL won't help you find your phone.
What you MIGHT try is calling your cellular provider. They may be able to trace the location of your cell phone by "pinging" it -- it's a technique where they send a signal to it and see if it responds. However, I'm fairly sure the phone needs to be on for this to work.
Which means that even if you do the dumb thing anyway and call 911, they won't be able to help you. And you might prevent them from talking to someone who really IS having a life-threatening emergency.

Call your cellular phone company and tell them to suspend your service so if your phone is found nobody can use it. Then make out a police report about your lost cellular phone give them details where you lost it and when. Maybe someone will find your phone and turn it in to the police station or to the cellular phone company you use. Also check if the school has a lost and found then maybe it could be there. 911 is for emergency for Fire, Police, Ambulance. You can call 911 just tell them this isn't an emergency but you need to make a police report about your lost cellular phone.

First of all Why would you call 911 over a cellphone? Just call your cellphone operator and tell them your that your phone was stolen so they will shut it of temporarily so you can find it or switch phones if you want, but I'm also pretty sure you cellphone operator could track it with the computer(I'm Not Sure), but I know you need to call your Cellphone Operator.
