First get all your case numbers together then go to the police and find who you need to talk to about his harassment. They will have to look at the fact that either you are running around as a trouble maker or that someone is harassing you. CPS should also want to know about these people making false claims. Best way is to prove that your children were not with you at that time. Pretty simple to prove if that is the case.
Second, why do you keep running into this "upper crust" was he involved with you or does he expect something? If this is pure then you should get a restraining order. And stay away from him.
Don't try to get revenge because as he is always one step removed you may get caught. Then what happens to your children?

Sue him, request a lie detecter test on the "Judge mathis show" and take him on the show and sue him for doing it.
the worse that can happen is you lose, but then at least you will know it's not that person and is some one else.
another option is, Move away. collect as much money as you can for a month or two and get a place away from where you are, so that he dont know where you live any more to report you..... infact leave the state your in all together. (if you can, I know most people cant).
Talk to a lawyer and see what the lawyer says, though I dont think a lawyer will do much, you can still try.
Just let me ad this,
Be careful when dealing with CPS, they have the power to make you guilty even when your not.
If your spouce was abusing the child, and you did not call the police in the same minute it happened then you are also the blame and will be founded guilty because you didnt "protect" your child. I can not even tell you how often that happens here in NY.
On the other hand if you dont report all the cases of abuse then the spouce or abuser gets away with the crime.
I feel they should create different rules to support the reporting person so that the child gets the protection they need, the parent or caregiver gets the support they need and the abuser gets what's coming with out the "reporter" getting in trouble as well.

Stay away from the guy. And after a while CPS will catch on to the situation and know that these are fasle calls. Also let this guy know that the misuse this calling actually takes these workers from caring for some child who is really being abused. Remember they will reap what they sew into your life. So take a deep breath and love your children. I had a neighbor the same way and I eventually move out of state to keep this from happening again. It worked and I never had another problem again.

save your place spotless for a whilst in case they end by ability of. the youngster's hair is shrink. New outfits. complete refrigerator. Picked up backyard. heavily. pass on holiday or to a family contributors member's abode till you experience the psychic undesirable vibrations are long gone. call the police officers on HIM. tell them each and every thing.

I'd report him to the police then I'd put a restraining order on him. If talking to the police doesn't work I'd get a lawyer.

I would also seek an attorney, and maybe you also need to go to your local police department and file a harrasment report and get a restraining order. You could also slap him with a slander suit for talking "smack"...

what a psycho! Isn't that illegal anyway? Scare him off, call your lawyer right in front of the guy. Make sure he hears you tell your lawyer all about him.
