All time... tough to answer because a lot of it depends on your own personal taste. Some think it's all about gore and FX, some on "make you jump" moments, some about mood and atmosphere... what one person thinks is terrific another can feel unimpressed by. Throwing in "all time" makes it harder because some fans don't like black and white films, the lower production standards of older movies, etc.

I'd go with:

The classic Universal films (Dracula, Wolf Man, Frank., Mummy, Creature from Black Lagoon, etc)

Exorcist
Omen
Amityville Horror
Rosemary's Baby
Night of the Living Dead
The Thing (Carpenter's remake)
Friday the 13th

28 Days Later.

I love that movie. It's scary in that it could possibly happen one day. You wake up all alone in the hospital and you can't find anyone else alive?! That's scary stuff, right there.

And, regardless of what a lot of other people say, just for scare factor alone? The Blair Witch Project. I'm afraid of woods to this day. That's just horrendously frightening. If anyone starts yelling, "JOSH" around me, I will pee my pants.

underworld and underworld evolution are the best movies.there horror movies but they arent that scary its action.
