does that mean that i overpaid them??? or that they overpaid me??

well if i overpaid, how do i get my money back???

the notice also states that it is only an informational statement and that i do not have to respond nor should i file this with MY return.

well then what do i do?

I think if they owed you, you would have received a cheque from them with the statement.

It should have somewhere on it a due date, if that is the case its a fair bet that you owe them. I would make arrangements to pay it off as soon as possible, as there will be some hefty fees for every day over due. (greedy sods).

Do you see a tax consultant/accountant? If so speak to them, and they will sort every thing out.

How did you find this out? A snail-mail, phone call, or e-mail? There's a scam going around where a phisher says you've got a refund coming and the IRS needs your Social Security Number and Bank Account number to send you the refund. This is a scam, so don't fall for it. Call the toll-free number for the IRS to check out the validity of what you received. You can go to the below webpage to navigate to your own state's help-line.
